Cheaper offers that are not a key (Gift) — show (1) Gift: the game arrives as a Steam gift and works only in the region it was bought for.
These are not ordinary keys. A gift is usually region-locked and arrives through someone else's account — if the region does not match, the game will not activate. An account means you get someone else's login: the game never becomes yours, and it breaks Steam's rules. A DLC or a bundle is not the base game. That is why none of them count towards the price at the top of the page.

Is Steam an official store or a keyshop?
